Hilong Offshore Engineering Establishes High-End Equipment R&D, Manufacturing, O&M Base in Qidong, Jiangsu

Recently, Hilong Offshore Engineering (Hong Kong) Co., Ltd., a subsidiary of Hilong Group, signed an agreement with the Administration Committee of Lüsi Port Economic Development Zone in Qidong, Jiangsu, for the “Hilong Offshore Engineering High-End Equipment R&D, Manufacturing, Operation & Maintenance Service Base Project.” This signing marks the official launch of Hilong’s offshore engineering base project in Qidong City, Jiangsu. Yang Zhongjian, Secretary of the Qidong Municipal Committee, and Zhang Jun, Chairman of Hilong Group, attended and witnessed the signing ceremony.

The base covers an area of approximately 336,000 square meters. It is designed as a high-standard, digital, and intelligent comprehensive offshore engineering base, fully integrating R&D, design, intelligent manufacturing, commissioning, operation and maintenance services across the entire value chain to establish an integrated industrial ecosystem. This project is a key step for Hilong Group to strengthen its two core capabilities – offshore engineering manufacturing and operation & maintenance – and accelerating its transformation toward integrated EPCIC (Engineering, Procurement, Construction, Installation, Commissioning) service model. It further enhances the Group’s strategic positioning in the offshore engineering field and supports the overall upgrading of its offshore engineering business.
The project will leverage Lüsi Port’s deep-water channel access, the strong industrial clustering of the local offshore engineering industry, and the well-developed local industrial ecosystem to address the current development constraints faced by Hilong’s offshore engineering equipment construction (which relies on external yards), thereby laying a solid foundation for the company’s long-term development. At full production capacity, the base is expected to achieve an annual output of over 150,000 tons of high-end equipment, with a maximum annual steel structure processing capacity of 60,000 tons. It will also be capable of accommodating up to 3,000 workers during peak times.
At the ceremony, Zhang Jun, Chairman of Hilong Group, stated that Hilong Group will leverage this project as an opportunity to work closely with the Qidong government and partners across various sectors, to build a distinctive marine industry brand, further enhancing Lüsi Port’s global recognition in the global offshore engineering field, and injecting new momentum into the high-quality development of the offshore engineering industry in Qidong and across the Yangtze River Delta region.
